In accordance with the General Law on Negotiable Instruments and Credit Operations "by virtue of the trust, the trustor transfers the ownership or possession of one or more assets or rights, as the case may be, to a fiduciary institution to be used for lawful and determined purposes, entrusting the fulfillment of such purposes to the fiduciary institution itself". In other words, a trust is a legal instrument that allows the transfer of one or more assets, amounts of money or current or future rights to a natural person or legal entity, known as the "fiduciary", to be managed or invested in accordance with a contract either in the trustor's own favor or in the favor of a third party, known as the "beneficiary". The trustor is the natural or legal person that transfers one or more assets, money or rights to the fiduciary. In this case, the Trustor is the free and sovereign State of Chihuahua through the Ministry of Finance and Administration. The Fiduciary may be any bank, notary public or institution that receives the ownership of the assets, money or rights granted in trust. In this case, the Fiduciary is BBVA Bancomer Servicios, S. A., Full-service Bank, Financial Group BBVA Bancomer, Fiduciary Directorate. The Beneficiary is the natural or legal person who receives the benefits of the trust, and may be the trustor or a third party. In this case, the beneficiaries are those individuals and population groups in the State of Chihuahua to whom the Technical Committee of the Trust agrees to provide support under the terms of the Decree due to their vulnerability and social disadvantage as a result of their precarious economic situation.
